Drop-in center for youth who are homeless, youth in crisis or sexually exploited youth offering individual advocacy and case management, and referrals to a network of services which are designed to achieve self-sufficiency, connectedness and self-empowerment. YouthLink houses the Youth Opportunity Center, a collaboration of agencies providing services to young people in one location. Partner agencies provide services that include housing stability, health and wellness, crisis/basic needs/drop-in, education, and employment. Services include:

- Access to computers, phones, and mail

- Community resource referrals to shelter and housing

- Basic needs services: Hot meals and bag lunches, clothing closet, showers, laundry, and connections to emergency shelters. Assists with connecting youth to Hennepin County support services.

- Financial assistance to obtain vital documentation including social security card, birth certificate, and/or state ID. Application assistance is available for food stamps and Medical Assistance. - Job search and employment assistance and education assistance and resources

- FHPAP application assistance only for eligible youth in Hennepin County seeking rent assistance. FHPAP does not provide direct assistance. Hennepin County is responsible for determining eligibility and distributing rent assistance funds. - On-site health clinic and health care support including referrals to mental health and substance abuse services - Street Outreach Program: Caseworkers go out into the community, locate homeless youth and inform them of services that are available to them. May provide the youth with clothing, safe sex information and resources, bus cards, etc.

Staff may assist with information for housing options and emergency shelter resources. Staff do not provide homeless motel vouchers. Other services provided:

​- Emergency Shelter: Offers information and emergency shelter resources to adults without minor children. Call during office hours for a referral request to the Emergency Housing Services Building facility. Shelter is available based on capacity.

- Eviction Prevention and Homelessness Prevention: When Washington FHPAP applications close for the month, residents can reach out to the Homeless Outreach Services Team, whether the household has received an eviction notice or not. Funding may not be guaranteed as it depends on whether a household is in the process of eviction and if they meet eligibility guidelines.

- Housing Hub:

• ​Connects single adults ages 18 and over and families experiencing homelessness or at risk of being homeless with a Housing Specialist to provide housing problem solving. Housing Specialists can assist households with practical solutions, identify sources, alternatives, resolve immediate barriers to housing, and mediate conflict resolution between landlords, friends, or family.
• The initial access point to be connected with a Housing Specialist is short-term with a 30-day timeframe. After 30 days initial contact, households with no other pathways identified who meet eligibility can be connected to a Housing Assessor and complete a Housing Needs Assessment. Individuals and families who complete a Housing Needs Assessment will be added to the Housing Registry.

- Street Outreach: Provides support to individuals who are experiencing homelessness and living outside NOTE: People seeking temporary care for their pets must already be enrolled in a housing support program through Washington County's Homeless Outreach Services Team to see if their pet can be sheltered by referral.

Family shelter information and locations for Hennepin County funded shelters. Families with children in need of shelter must contact the Hennepin County Shelter Hotline during regular hours.

If needing a shelter afterhours, families can contact Greater Twin Cities United Way 211 for information about a family shelter in Hennepin County.

- After-hours for emergency food. Also, refers to the Housing Resource Line for shelter resources and housing information. - Crisis intervention for mental health crises by phone and face-to-face including psychiatric crisis intervention, outreach services, short-term crisis counseling, emergency psychiatric hospitalization, after-hours adult protection, child endangerment reporting, and after-hours child protection reporting - Diversion from out-of-home placement - Mental health crisis assessment is completed within 90 days or less to find out what option is available to the individual. One option might include case management, as choices may vary depending on the assessment. - Public speaking regarding mental health crisis - Parent-child conflict resolution

• Information on critical supports and services such as access to street and school outreach workers, locations and hours of drop-in centers, food, teen clinics, basic needs (clothing, showers, laundry) and parenting

• Real-time shelter bed availability for homeless youth throughout the Twin Cities metro area; how to access the shelter and bus route information

• Youth can sign up to receive text or email notification when a shelter bed becomes available

A centralized point of entry for single adults seeking emergency shelter. At the center, persons can: - Talk with a Diversion Specialist about housing needs - Obtain a new Community Card for all shelters in the system - Reserve a bed at one of the participating shelters

Provides housing assistance for eligible individuals, including homeless and near-homeless people, through a variety of programs:

Emergency Shelter Clearinghouse: Offers emergency shelter placement, eviction-prevention assistance, and information on community housing resources and referrals. Individuals seeking temporary care for their pets must already be enrolled in a Dakota County Supportive Housing Unit program to be evaluated for pet sheltering by referral.

Housing Hub: Connects single adults ages 18 and over and families experiencing homelessness in Dakota County with a Housing Specialist to provide housing problem solving. Housing Specialists can assist households with practical solutions, identify sources, alternatives, and mediate conflict resolution between landlords, friends, or family. The initial access point to be connected with a Housing Specialist is short-term with a 30-day timeframe. After 30 days initial contact, households with no other pathways identified who meet eligibility requirements can be connected to a Housing Assessor and complete a Housing Needs Assessment. Individuals and families who complete a Housing Needs Assessment will be added to the Housing Registry.

HUD Transitional Housing and Supportive Housing Program: Offers advocacy and case management for eligible homeless families with minor children and pregnant individuals. Participants may qualify for up to 24 months of transitional housing rental subsidy.

Provides a free hotline as a single point of entry for single adults, families, and youth ages 18 - 24 physically in Hennepin County seeking emergency shelter. Trained specialists will assess and triage callers to connect them to emergency shelter, provide diversion services, referrals to coordinated entry assessors, and other resources as appropriate.

Serves as a single point of contact for single adults experiencing homelessness in Ramsey County. Provides the following shelter entry and diversion services: - Diversion services to help single adults identify other resources that could help them avoid the need for emergency shelter - Navigation to available resources for anyone experiencing homelessness - Shelter reservations for single adults seeking emergency shelter
