Program is designed to support adoption as a life-long experience. Services include:

• Counseling, educational workshops, support groups, homeland tours, and public education for those involved in adoption

• Domestic intermediary services for birth parents and adopted persons doing search/outreach

• Help in obtaining genetic background histories for adopted persons seeking medical information

• International intermediary services for adoptive families and adopted persons doing search/outreach

Offers comprehensive support to individuals in recovery from alcohol and other drug use challenges. Services are designed to meet each person's unique needs using evidence-based approaches and a strength-based, client-centered framework. Care includes thorough assessment and individualized treatment planning, outpatient therapy, relapse prevention, coping skills development, and coordination with medical and community supports. Community members participate in training modeled after the Police Academy program that police officers complete. Classes will include shoot/don't shoot scenarios and meeting the K-9 and mounted patrol units. Firearms, defensive tactics, community policing and forensic work also will be included. The academy is a prerequisite to serving on the St. Paul Police Civilian Internal Affairs Review Commission The academy is not intended to serve as accredited law enforcement courses but merely to provide insight to the internal workings of the police department.

Minnesota's version of TANF (Temporary Assistance for Needy Families). Statewide MFIP helps families work their way out of poverty by providing temporary cash and food benefits to eligible families. Statewide MFIP has a 60-month limit, there are some limited exceptions and extensions to the time limit. Participants are required to follow certain work rules. Failure to meet work rules will result in their MFIP grants being sanctioned or reduced. In addition:

• Child support will be pursued in those situations where one or both parents are absent

• A woman expecting a baby may receive assistance for herself during her pregnancy

• Children who are being cared for by certain relatives may receive assistance

NOTE: MFIP recipients may be eligible for Emergency Assistance, Child Care Assistance, Medical Assistance, and Supplemental Nutrition Assistance Program (SNAP).

Medicare Savings Programs have four sub-programs:

The United Way of 1000 lakes is a non-profit corporation which assists area, state and national Human Service agencies to solicit funds necessary to provide for the human service needs of Itasca County. It is an organization of volunteers from the community whose primary function is to determine the human service needs of the community and to provide the organization financial support for its services.

Assistance and legal advocacy provided throughout the criminal court process, including:

• Attendance and accompaniment to criminal court hearings

• Information regarding victim rights, reparations and the criminal court process

• Resource referrals

• Victim follow up after a domestic or sexual assault has occurred

Also provides legal advocacy and assistance with completing paperwork for Orders for Protection and Stalking/Harassment Orders as well as limited legal representation in proceedings.

Advocates provide support, information and referrals including:

• Assisting in financial assistance to help with expenses resulting from crime (reparations, restitution)

• Court advocacy

• Explaining the steps of the criminal justice process

• Filing restraining orders (Order for Protection, Harassment Restraining Order)

• Providing referrals to community resources to help meet needs including counseling (and financial assistance for certain crime victims), etc.

• Providing support and advocacy during sexual assault medical exams

• Support through an interview with law enforcement

Assistance paying child care costs for children up to age 12 and for children with special needs up to age 14. Child care costs may be paid for families while parents work, look for work, or attend school. Family size, family income, and participation in authorized activities are considerations in determining eligibility for and amount of assistance, along with available funding.

The County Auditor / Treasurer office provides taxation and financial oversight for the county. Duties include:

• Oversight of the county budget
• Issuing motor vehicle, driver, game, fish, off road, liquor, beer, and cigarette licenses
• Collecting property tax payments including all postponed and delinquent property taxes
• Receipt and disbursement of all county funds
• Maintaining tax billing and collection history records for archives and public inspection

Patients who need to speak with a financial counselor, need cost of care estimates or determine if they may qualify for financial assistance to pay for procedures may reach out about options. Financial counselors can help individuals understand patients' responsibilities and may offer no-interest payment plans. Other options may include:

• Discount Program: Contracts with Change Healthcare to assist patients with Minnesota Healthcare Program or Hennepin Healthcare Charity Care applications. Individuals who are uninsured or underinsured and have incomes less than 250% of the Federal Poverty Guideline may be eligible for getting help to pay their medical bill

• MNsure Enrollment: On the MNsure marketplace, individuals can find, compare, and choose healthcare coverage, including commercial health insurance plans and low-cost or free plans through government programs. A financial counselor can help complete the online application. If eligible for a government program such as Medical Assistance or Minnesota Care, individuals may enroll through MNsure year-round.
