- Housing Choice Vouchers (HCV) Program (formerly Section 8): designed to assist very low-income families, the elderly, and people with disabilities. This program, following HUD rules and regulations, empowers eligible participants to secure quality, safe, and sanitary housing within the private market. Participants are free to choose their own homes, be it apartments, townhouses, or single-family houses, provided these meet the program's specific criteria. Program participants choose a rental unit from the private rental market and the property owner must be willing to accept voucher-assisted tenants. All assisted rental units must pass an annual inspection based on federally established Housing Quality Standards. - First-time home-buyer affordable mortgage program

Designed to assist low-income families, older adults, and individuals living with a disability with their monthly rent payments. Provides for a rent subsidy to be paid to the owner of a rental unit on behalf of the eligible applicant. Those eligible will pay approximately 30% of its monthly income for rent, and Todd County Housing and Redevelopment Authority will make up the difference to the approved payment standard. Rent is to include maintenance and utility services. NOTE: Provides 25 Housing Choice Vouchers for Non-Elderly Disabled persons. Currently a waiting list for vouchers.

- Bridges for Long-Term Homeless Households: Provides temporary housing for individuals and families who meet the definition of long-term homeless and has a serious and persistent mental illness with a referral from Washington County Community Services - Housing Choice Vouchers (Section 8): Vouchers assist the tenant in renting a unit from a private landlord. Unit must be affordable and rent must be reasonable for the area. This type of assistance is transferable. It is assigned to the tenant and moves with the tenant so long as the tenant remains income eligible and has not violated any program rules - Public Housing: Operate a 40-unit, one bedroom, apartment complex, Whispering Pines in Forest Lake. Qualifying individuals pay up to 30% of their adjusted monthly income for rent. This type of assistance is not transferable. If the participant moves, the participant loses their assistance. Preference for elderly individuals ages 55-61 or person with disability

Minnesota Valley Action Council (MVAC) administers a Housing Choice Voucher - Section 8 Rental Assistance program in Faribault and Le Sueur counties. Families and single individuals are issued a voucher for their county based on the size of their family, not the unit. Rent and utilities will be 30% of the adjusted gross monthly income.
Provides the Housing Choice Voucher/Section 8 to low-income families with a voucher that can be used towards a private rental housing unit that accepts the voucher. The HRA has 131 Housing Choice Vouchers and 15 Non-Elderly Disabled (NED) vouchers. Families that qualify for the program must find their own rental unit within Morrison County.
