Telephone Service Discounts - Minnesota Public Utilities Commission - Consumer Affairs Office
The federal Lifeline and the state Telephone Assistance Program (TAP) provide a monthly discount on phone bills, including cell phones. Lifeline is a discount of approximately $9.25, which can be used for wireless phones, broadband internet, home phones, or a bundle. Some cellular companies may provide free cellular phones, and additional discounts or minutes. TAP is a discount of $7 that can only be used for home phones.
Those living on federally recognized tribal lands/reservations can receive additional discounts.
Customers cannot receive multiple discounts (landline and wireless, or two wireless). Only one discount per household is allowed. The discount continues for as long as the consumer remains eligible, but eligibility must be certified on an annual basis.
While all local telephone companies offer TAP, not all local telephone companies are required to offer Lifeline.

Individuals must agree to a payment plan.

Power ON and Gas Affordability Program (GAP) - Energy CENTS Coalition
Energy Cents Coalition administers two affordability programs:
- Xcel Energy's customers may be eligible for the Power ON Program for electricity bills and Gas Affordability Program for gas bills
- Greater Minnesota Gas customers may be eligible for Gas Affordability Program for gas bills
Both Power ON and the Gas Affordability Program:
- Require the customer to make a monthly payment on their bill. The programs are designed to make utility bills more affordable, to encourage customers to make consistent payments, and to lower the costs associated with the utility's attempts to collect payments from customers with limited resources
- In exchange for a monthly payment, the programs provide the customer with a discount so that a fixed percentage of income goes to the utility bill, discount is based on usage and income
- Puts the customer on a leveled payment
- Individuals can call or visit website to find if applications are currently being accepted
