The federal Lifeline and the state Telephone Assistance Program (TAP) provide a monthly discount on phone bills, including cell phones. Lifeline is a discount of approximately $9.25, which can be used for wireless phones, broadband internet, home phones, or a bundle. Some cellular companies may provide free cellular phones, and additional discounts or minutes. TAP is a discount of $7 that can only be used for home phones. Those living on federally recognized tribal lands/reservations can receive additional discounts. Customers cannot receive multiple discounts (landline and wireless, or two wireless). Only one discount per household is allowed. The discount continues for as long as the consumer remains eligible, but eligibility must be certified on an annual basis. While all local telephone companies offer TAP, not all local telephone companies are required to offer Lifeline. Offers financial assistance to income-eligible Xcel Energy electric customers with medically necessary equipment (oxygen equipment, various monitoring devices, refrigeration for insulin, required air conditioning, etc.) This program limits the amount customers must contribute to their electric bills and includes a past-due forgiveness component. Individuals must agree to a payment plan.

CARE Program Offers two discount options for customers: Flat Discount: A monthly $20 discount for customers who qualify for Minnesota Power's Residential Service Income- and Usage-Qualified Discount or Minnesota's Energy Assistance Program (EAP), who are also of senior age or living with a disability, will be automatically enrolled. Customers must apply and qualify for EAP in order to keep their CARE discount for more than one year. Affordability Discount: This discount requires a quick one-page application. Funds are limited and are offered first-come first-served. Discount applies if customers spend more than 3% of their annual income on electric bills. This program is at maximum capacity and applications are closed. A waiting list is available. If funding becomes available, a representative from Minnesota Power will contact customers in the order received.
