Municipal fire services

Provides general information on child care assistance programs to help families pay for child care for children up to age 12 and for children with special needs up to age 14. Child care costs may be paid for families while parents work, look for work, or attend school.

Child protection services help protect children from physical abuse, neglect, and sexual abuse and help families get the services they need to change their behaviors.

Provides licensing services for adult foster care, child foster care, and day care, including:

• Conducting background studies

• Inspecting homes

• Providing training, consultation, and guidance

Adult Foster Care is a licensed, home-like setting for adults who are unable to live independently. Placements may be short-term, long-term, or for respite care. Child Foster Care is a licensed, home-like setting for children who are unable to live with their families due to various circumstances. Placements may be emergency, temporary, long-term, or for respite care, with the goal of eventual family reunification.

Providing prescription expense assistance for persons in life-threatening situations

Provides awareness, information, and referrals to connect Minnesota's waiting children to foster and adoptive families. Includes the State Adoption Exchange, an online photo listing of Minnesota children in need of families. Also provides workshops and education on attachment, trauma, transracial adoption, parenting, and other topics relevant to foster, adoptive, and kinship families.

Provides home energy saving programs including:

• Conducts onsite and classroom training on topics related to energy efficiency in building rehab and new construction

• Energy Fit Homes: A certification designed for existing residential properties that recognizes homes that meet energy efficiency standards

• Energy Advisor Service: Connects residential property owners to resources and high-quality contractors to answer questions, resolve concerns, and achieve home energy goals

• Home Energy Squad: Includes a home energy visit and provides energy-saving products and installation at no extra cost

• New home construction services: Includes assessing construction plans, offering recommendations for energy improvements, and compliance with Minnesota's 2015 energy code

Provides loans, loan guarantees, and grants to individuals and families in order to buy, build, or repair affordable homes located in rural Minnesota. Eligibility for the loans and grants are based on income and varies according to the average median income for each area. The Single-Family Housing Program includes:

• Non-profit entities to provide new homes or repair homes

• Purchasing or building a new single-family home with no money down for homebuyers

• Refinancing the current mortgage under certain qualifying circumstances

• Repairing the current home for homeowners

Processes estates and wills, guardianships, and conservatorships for minor children, incapacitated, or incompetent adults

Group and individual counseling for adult sex offenders

Provides state-funded food assistance to legal noncitizens ages 50 or older who do not qualify for the Supplemental Nutrition Assistance Program (SNAP, formerly called Food Stamps or Food Support) because of their citizenship status. Monthly benefits are loaded on an Electronic Benefit Transfer (EBT) card, which looks and works like a debit card.
