  • Adolescent Residential: Offers chemical dependency treatment, access to mental health services, a school program, and family therapy. The program is 6 - 8 weeks in length.
  • Comprehensive Assessment: Chemical dependency evaluations. Same-day assessments are often available.
  • Evening Outpatient: Primary substance use program that offers a mental health component. The program runs for 6 weeks and requires two 3-hour sessions per week.

Minnesota's Medicaid program for people with low income. Most people who have MA receive health care through health plans. Members who do not receive health care through a health plan receive care on a fee-for-service basis, with providers billing the state directly for services they provide. MA pays for a variety of services like doctor visits, prescriptions, and hospital stays. Some services and prescriptions may require prior approval. MA pays for medical bills going back three months from the month the application is received. NOTE: People with disabilities who work, even if they're over the income or asset limits of MA, may still qualify for a program called Medical Assistance for Employed Persons with Disabilities - MA-EPD.

Provides cash assistance to help adults receiving Supplemental Security Income - SSI pay for their basic needs. Adults who are blind, have a disability, or are age 65 and older but don't qualify for SSI because of their income may still be eligible for MSA if they meet income requirements. The basic monthly MSA grant is calculated using either the maximum SSI amount (Federal Benefit Rate) for the adult or their countable income (if they do not receive SSI), and the MSA standard set by state law. Special Needs Grant MSA also may provide special payments for adults who need:
  • Certain home repairs
  • Certain household furniture and appliances
  • Guardian or conservator service fees
  • Help paying for housing costs through MSA Housing Assistance
  • Medically prescribed special diets
  • Representative payee services
Adults who receive MSA are also eligible for help with medical, food, and housing costs through Medical Assistance - MA, the Supplemental Nutrition Assistance Program - SNAP, and MSA Housing Assistance programs.

Provides two financial loan programs for low to moderate income individuals who are residing in substandard housing. Minnesota Housing Finance Agency (MHFA) - Rehabilitation Loan Program:
  • Assists low-income homeowners in financing basic home improvements that directly affect the safety, habitability, energy efficiency, or accessibility of their home
  • Funds can be used for single-family homes, townhomes, condominiums, and manufactured housing taxed as real or personal property
  • Loan are forgiven if the borrower does not sell, transfer title, or ceases to occupy the property during the loan term
  • Maximum loan amount is $37,500. Loan term is 15 years for properties taxed as real property and 10 years for mobile/manufactured homes
Small Cities Development Program (SCDP):
  • Deferred loans at 0% with no interest and no monthly payments if the property does not change ownership within the time specified in the grant guidelines (except life estates or contract for deeds)
  • Funds can be used for single-family homes
  • Homeowners enter into a repayment agreement with the City to accept the conditions of the loan. The repayment agreement will be filed at the County Recorder's Office.
  • UCAP inspects the property, identify housing problems, and will work with the household to determine what repairs should be done
  • Upgrades to properties, meet code requirements, and design standards. Examples include roofing, foundations, siding, heating units, electrical, plumbing, and other health and safety items.

  • Refugee Cash Assistance (RCA) provides cash assistance to refugees who are ineligible for Supplemental Security Income (SSI) or MFIP for up to eight months after arrival in the United States
  • To ensure that RCA recipients are self-sufficient within RCA eligibility, agencies provide employment and social services
  • RCA recipients may continue to receive social services after RCA eligibility ends
  • There is no 30 day Minnesota residency requirement for RCA
